Revolution Wind reaches full commercial operation

Ørsted said in an emailed statement after its quarterly earnings call on 5 November that Revolution Wind began generating up to its full capacity in October. The company said the project is delivering power under 20-year contracts with utilities in Rhode Island and Connecticut.

Revolution Wind has 65 turbines and 704 MW of capacity. It is about 15 miles south of Little Compton, Rhode Island, and is a 50-50 partnership between Ørsted and Skyborn Renewables, part of Global Infrastructure Partners. The project first sent power to the New England grid in March 2026, and crews installed the last of its 65 turbines in September. Installation was slowed by damage to a leg of an installation vessel in June 2025, which needed five weeks of inspection and repairs.

Ørsted says the project is "generating up to its full capacity" but has not published detailed output figures. The company's financial report showed the ramp-up: Ørsted's US offshore wind generation reached 240 GWh in the third quarter, compared with 50 GWh a year earlier.

Third large US offshore wind farm

Revolution Wind is the third large, commercial-scale US offshore wind farm in full operation, after South Fork Wind off New York and Vineyard Wind off Massachusetts. Vineyard Wind, the 800 MW Massachusetts project, reached full commercial operations in late October, WBUR reported.

The pipeline for future projects has shrunk. BloombergNEF once projected 39 GW of US offshore wind by 2035; it now expects 5.9 GW, Canary Media reported.

Contracts and savings

Rhode Island contracted for 400 MW and Connecticut for 304 MW under fixed-price, 20-year power purchase agreements, Ørsted said. Three utilities buy the power: Rhode Island Energy, Eversource Energy and United Illuminating, Canary Media reported.

Ørsted says the project can produce enough power for more than 350,000 New England homes. Connecticut's Department of Energy and Environmental Protection has estimated it would save New England ratepayers as much as $500 million a year in wholesale energy costs.

Stop-work orders and court challenge

Two federal stop-work orders delayed the project. BOEM issued the first on 22 August 2025, when Revolution Wind was about 80 percent complete. A federal court granted a preliminary injunction on 22 September 2025, and construction restarted.

A second order on 22 December 2025 paused work again, with seven turbines still to install. The US District Court for the District of Columbia granted another preliminary injunction on 12 January 2026.

The legal fight is not over. In October, the Interior Department asked a federal court for permission to reevaluate its 2023 approval of the project's construction and operations plan, a move that did not immediately affect project activities, Canary Media reported.
