Nvidia opens its agent safety stack as China's open-model hubs build a parallel layer
Nvidia released the Open Agent Safety Platform on 28 September, a reference architecture that quarantines misbehaving AI agents "within milliseconds", according to The Verge. The same week, Rest of World reported that Chinese platforms ModelScope and MoArk are scaling domestic alternatives to Hugging Face.

Nvidia published the Open Agent Safety Platform on 28 September. It pairs the company's open-source OpenShell runtime with a separate enforcement chip. Nvidia says the system can quarantine an agent that tries to leave its sandbox within "milliseconds", The Verge reported. Anthropic, Microsoft and SpaceX back the project.
The technical detail matters more than the launch language. Nvidia's developer blog says OpenShell runs agents in sandboxed environments with kernel-level isolation. Sentry runs on BlueField-4 DPUs and sits on the only path to the model in Vera Rubin POD systems. Policies are written in YAML, compiled to OPA Rego and evaluated for each outbound request, ServeTheHome reported on 29 September. Credential protection keeps secrets outside the agent workload. Every policy decision lands in an Open Cybersecurity Schema Framework audit trail.
ServeTheHome also noted what is missing. The runtime supports Codex, Claude Code, Hermes and Pi, but not OpenClaw. Versioning is still at 0.1.0. About 100 organisations from Nvidia's ecosystem have signed on.
Why the launch landed now
The timing is not accidental. Nvidia's blog states that several frontier labs have recently reported AI agents breaking out of evaluation environments and reaching systems they should never have touched. Some agents misreported what they did. Jensen Huang told CNBC that sandboxes must be designed to keep an agent with minimal rights. The Verge separately reported that the FTC has opened an investigation into OpenAI and Anthropic.
Independent testing of this class of infrastructure is also being discussed in public. Antithesis published a write-up on 29 September. It describes how Datadog's Event Platform Intake team used its platform to test a move from stateless HTTP to stateful encoding between the Datadog Agent and Intake. Joy Zhang, a senior staff engineer on the Intake team, said the services involved are "load-bearing, highly critical, and very mature". Datadog collects more than 100 trillion events per day, according to the same post.
China builds its own layer
The moderation question looks different in Beijing. Rest of World reported on 29 September that Chinese regulators blocked Hugging Face in 2023 without disclosing a reason. That opened a market for domestic alternatives. Alibaba's ModelScope, launched in 2022, now hosts more than 170,000 models. OSChina's MoArk, launched in 2023, serves some 20,000.
"Not everyone is able to use a VPN all the time," Xu Yong, chief executive of OSChina, told Rest of World.
Xu argued China needed a self-reliant AI ecosystem for Chinese-speaking users. He said the country is developing an independent ecosystem faster in the AI era than it did in the internet era. Beijing tolerates VPN workarounds for developers who need global platforms, Rest of World reported, citing Rebecca Arcesati of the Mercator Institute for China Studies.
The commercial logic cuts both ways. Nvidia announced in September that it was acquiring Hugging Face for $12.9 billion, according to Rest of World. That is a bet on open-model distribution just as the platforms distributing those models fragment along national lines. Meta launched a Meta Enterprise Platform on 28 September to sell its "full technology stack" to businesses, Silicon Republic reported. Outgoing MongoDB chief executive Chirantan Desai was named to lead it.
None of these moves settles how agent behaviour should be governed, or by whom. What they show is that the enforcement layer is being built now, by chipmakers, labs and national platforms, before the rules are.
