Toyota and Waymo plan a factory-built bZ4X robotaxi for Japan in 2027

Toyota and Waymo said on 30 October that they will begin initial operations to test and validate an autonomous bZ4X fleet in Japan in 2027. The cars will be built and fitted with Waymo's self-driving hardware at Toyota's Takaoka plant in Toyota City, Aichi Prefecture.

Toyota and Waymo plan a factory-built bZ4X robotaxi for Japan in 2027

For Japanese riders and regulators, the plan puts a factory-built, Toyota-made Level 4 taxi on a 2027 test timeline, not just a technology demo. For competitors, it pairs Waymo's software with Toyota's production system. Fleet size, test cities and a public service date are all still unannounced.

Toyota and Waymo put a date on Japan

The bZ4X is the first concrete product from that partnership.

The partnership began with a preliminary agreement in April 2025. At the time, the two companies said they would jointly explore autonomous driving technology, including possible applications for personal vehicles.

Under the plan, Toyota and Waymo will begin initial operations to test and validate an autonomous bZ4X fleet in Japan in 2027. Deployment to the United Kingdom and other Waymo-serviced markets is planned for the following years.

Honda planned a driverless taxi service in Tokyo with GM and its Cruise unit for early 2026, and GM pulled out of the Cruise robotaxi business in December 2024. A partner's boardroom decision ended the project.

Why a factory-built robotaxi matters

Toyota and Waymo describe the project as Japan's first fully autonomous ride-hailing service using high-volume, domestically manufactured vehicles. Toyota will build the cars at its Takaoka plant in Toyota City, Aichi Prefecture, and fit Waymo's hardware there too. Everything happens under one roof, from base-vehicle assembly to sensor integration. That is a different proposition from shipping finished SUVs to a conversion shop. The line, the quality checks and the hardware install all sit in one place, which is what makes volume plausible.

Toyota's side of the bargain is production discipline. Waymo's side is the driver software and the operating experience behind it.

The arrangement also gives Toyota a software partner it did not have to build from scratch, and gives Waymo a manufacturer with global plants.

Dmitri Dolgov, Waymo's co-CEO, said the company has shown it is up to 20x safer than human drivers for serious crash injuries where it operates. That is Waymo's own figure.

What is inside the bZ4X

The custom-outfitted bZ4X is aimed at passengers rather than drivers, with generous rear legroom, automatic doors, a power liftgate and ambient lighting. Full specifications have not been shared. The project is designed for Level 4 operation within defined conditions, which means the car handles driving in a set area or weather window rather than anywhere.

Toyota and Waymo also said they will keep exploring autonomous driving for personally owned Toyota vehicles, alongside Woven by Toyota. Those are future areas of study, not bZ4X features.

Where the bZ4X fits in Waymo's fleet

The bZ4X will be the fourth vehicle platform in Waymo's robotaxi fleet. The Cool Down reported, citing Electrek, that the fleet has consisted primarily of Jaguar I-Pace SUVs in the United States, and that Hyundai's Ioniq 5 and the Zeekr-built Ojai van have also joined. Jaguar has stopped making the I-Pace.

Scale is the open question. Hyundai has been discussing a supply agreement covering up to 50,000 Ioniq 5 robotaxis for delivery by 2028, according to The Cool Down, citing Electrek. By comparison, taxi operator Nihon Kotsu and the ride-hailing app Go have been working with Waymo on fully driverless commercial rides in Tokyo in 2027. Their plan calls for about 100 vehicles, subject to regulatory approval.

What is still missing

The UK expansion is a plan, not a confirmed schedule. Waymo has not disclosed per-vehicle costs or production volumes. Sensor specifications are also unpublished.

Approval is the gate. Local rules will affect any launch, and the Tokyo plan with Nihon Kotsu and Go is subject to regulatory approval.

Toyota and Waymo have given a year for testing, not a year for riders.
